1. Introduction
This post is for an Arts Development Officer Job-Share, working 22 hours per week (Monday to Wednesday or Wednesday to Friday).
2. Terms and Conditions
Salary Range £24,089 to £30,520 per annum pro rata
Pension Scheme The Council offers a contributory pension scheme operated through the Northern Ireland Local Government Officers Superannuation Committee.
Probationary Period The appointment will commence with a probation period of six months which may be terminated at a month’s notice by either side during the period.
Annual Leave Twenty five working days per annum pro rata. The leave year runs from 1st March to 28/29th February.

Monday to Thursday 9.00am to 5.30pm
Friday 9.00am to 5.00pm
Flexi-Time
Monday to Thursday 8.00am to 6.30pm
Friday 8.00am to 6.00pm
(Including one hour for lunch every day)
The post holder must be willing and able to work outside the Arts Council’s normal office and flexi-time hours.
Office Location The post is based at the Arts Council’s offices, 77 Malone Road, Belfast.

JOB DESCRIPTION
Objectives of the Post
• To be responsible for the management of all aspects of client relationships (both individuals and organisations) within a specified portfolio of the community arts sector.
• To manage a specified client portfolio.
• To act as one of the Council’s principal professional advisers on all aspects of the community arts.
Scope of Responsibility
Currently the post holder is responsible to a Director within the Arts Development Department. As a result of a proposed forthcoming re-organisation, it is intended that the post holder will report to the Head of Community and Participatory Arts, a new post within the Strategic Development Department.
Principal Duties
The following gives an indication of the main duties and responsibilities of the post. These may change over time. The post holder will be expected to work flexibly and carry out any work that is reasonably required and appropriate to the grade.
Relationships
To be responsible for the management of all aspects of client relationships within a specified portfolio or sector including:
• convening of regular sectoral meetings;
• convening of regular client meetings;
• developing policies and strategies for a client portfolio in partnership with clients and other appropriate bodies;
• promoting clients and their activities in support of the Council’s communication plan;
• assist clients access appropriate Council funding programmes and developmental opportunities.
Client Portfolio
To manage a client portfolio including:
• monitoring, appraising the artistic performance of clients, and making recommendations on funding applications;
• overseeing the administrative and financial performance of clients;
• acting as observer on appropriate Boards of Management;
• attending, on a regular and planned basis, performances and events of clients;
• documenting all aspects of client contact.
Advice and Development
• To advise Council, clients and other key stakeholders on all matters relating to community arts;
• to initiate and develop specific schemes and projects;
• to support and inform the Council’s research function;
• to keep abreast professionally of current trends and developments;
• to undertake delegated tasks, set priorities and deadlines;
• to support the implementation of the Arts Council’s policies in relation to statutory compliance requirements;
• to undertake any other appropriate duties which may reasonably be allocated from time to time.
PERSONNEL SPECIFICATION
Essential
1. EDUCATION
Third Level qualification in an Arts related subject or in Arts Administration.
2. SPECIALISM
Knowledge of, and a minimum of 2 years’ involvement with the Community Arts sector gained within the last 4 years particularly in the area involving minority groups and/or those in areas of urban/rural deprivation.
3. POLICY
The ability to contribute to the development, planning and implementation of the Arts Council’s strategy for this community arts.
4. EVALUATION
The ability to assess and evaluate applications for funding in artistic, administrative and financial terms.
5. CLIENT RELATIONSHIPS
The ability to give advice and guidance from a position of knowledge and/or experience of the Community Arts sector and act as observer on the boards of client organisations.
6. ANALYTICAL ABILITY AND STRATEGIC THINKING
The ability to assimilate and analyse information quickly and accurately and to think strategically, formulate decisions and make recommendations.
7. IT SKILLS
The ability to make appropriate use of the Arts Council’s IT systems and software packages especially the components of MS Office, email and the internet.

11. CONTEMPORARY COMMUNITY ARTS
Knowledge and experience of the issues in, and practitioners of, Community Arts in a Northern Ireland context.
12. REPORTS AND PROPOSALS
The ability to prepare and present reports, proposals and arguments on issues relating to Community Arts.
