Permanent Post – 37 hours per week (Ref: 08/04)
1. Introduction
This post is for an Arts Development Officer: Architecture and Art for the Public Realm in the Arts Development Department.
2. Terms and Conditions
Salary Range £22,621 - £29,922 per annum.
Initial salary will fall within the scale minimum and scale maximum. Annual increases in salary are in accordance with NICS pay policy. They are normally payable from 1st August each year, subject to at least 3 months satisfactory performance in the specific reporting year (April to March).
Pension Scheme The Council offers a contributory pension scheme operated through the Northern Ireland Local Government Officers Superannuation Committee.
Probationary Period The appointment will commence with a probation period of six months which may be terminated at a month’s notice by either side during the period.
Annual Leave Twenty five working days per annum. The leave year runs from 1st March to 28/29th February.
Hours of Business
Monday to Thursday 9.00am to 5.30pm (Flexi-Time: 8.00am to 6.30pm)
Friday 9.00am to 5.00pm (Flexi-Time: 8.00am to 6.00pm)
(including one hour for lunch every day)
The post holder may be required to work outside the Arts Council’s normal office and flexi-time hours.
Office Location The post is based at the Arts Council’s offices, 77 Malone Road, Belfast.

JOB DESCRIPTION
Objectives of the Post
• To contribute to the development, planning and implementation of the Arts Council’s strategies.
• To assess and monitor the artistic, administrative and financial performance of clients.
• To advise clients on Arts Council’s policy specifically in relation to Architecture and Art for the Public Realm, and to be publicly active and visible in representing the Arts Council’s views and policies in these areas.
• To maintain contact with other funding bodies, local authorities, promoters etc.
Scope of Responsibility
The post holder will be responsible directly to an Arts Development Director for the
day-to-day operational activities of their client portfolio and will support the Arts Development Director in all issues relating to Architecture and Art for the Public Realm.
Principal Duties
• To manage a client portfolio in relation to Lottery and voted funds;
• to contribute to policy and practices within the Arts Development Department;
• to monitor and appraise the artistic, administrative and financial performance of selected clients and act as observer on appropriate Boards of Management;
• to advise and guide clients where necessary on all Arts Council procedures;
• to make recommendations on all applications for funding;
• to advise on all matters relating to Architecture and Art for the Public Realm;
• to initiate and undertake management of specific schemes and projects within Architecture and Art for the Public Realm;
• to keep abreast of current trends and developments in Architecture and Art for the Public Realm and write assessments;
• to work collaboratively with the Arts Council’s Capital Projects Officer on aesthetic aspects of funded Arts capital projects;
• to manage the Council’s client relationship with PLACE and to work closely with PLACE and other partners on the development of appropriate built environment projects;
• to build up and maintain good working relationships with government departments on public realm-related matters, specifically DCAL and the Ministerial Advisory Group on Architecture and the Built Environment; and especially DoE Planning Service (re planning permissions for art for the public realm) and DSD (for art for the public realm and regeneration);
• to provide written comments on behalf of the Arts Council on relevant planning applications as appropriate;
• to participate in shortlisting and selection panels for art projects for the public realm (both Council funded projects and by invitation to other projects wherever possible);
• to represent the Arts Council on relevant built environment working groups;
• to attend regularly the performances and events of funded clients/organisations/companies and write assessments;
• to undertake delegated tasks, set priorities and deadlines;
• to participate in Teams as required;
• to support the implementation of the Arts Council’s policy in relation to equality of opportunity;
• to undertake any other appropriate duties which may reasonably be allocated from time to time.
PERSONNEL SPECIFICATION
ESSENTIAL
1. Experience
You must be able to demonstrate a breadth and depth of experience across the principal duties of this post. To demonstrate this you will probably possess a minimum of 2 years full time equivalent experience within the last 5 years in art for the public realm, architecture or similar discipline.
2. Standard of Education
Educated to degree standard and a minimum of Grade A-C in GCSE Mathematics and English (Language) (or equivalent).
3. Knowledge and Understanding
A practical knowledge and understanding of current issues concerning Art for the public realm and architecture.
4. Policy
The ability to contribute to the development, planning and implementation of the Arts Council’s strategy for the sector.
5. Evaluation
The ability to assess and evaluate applications for funding in terms of artistic, administrative, financial, public benefit and community buy-in, and prepare and present reports.
6. Client Relationships
The ability to give advice and guidance from a position of knowledge and/or experience and act as observer on the boards of client organisations.
7. Analytical Ability and Creative Thinking
The ability to assimilate and analyse information quickly and accurately and to think strategically, formulate decisions and make recommendations.
8. Equality of Opportunity

9. IT Skills
The ability to make appropriate use of the Arts Council’s IT systems and software packages including MS Office, Excel, email (preferably Outlook) and the internet.

The post holder must be willing and able to work outside the Council’s normal office hours.
11. Mobility
The post holder must be willing and able to travel both inside and outside Northern Ireland and have access to a form of transport so as to be able to undertake the full range of duties of the post.
DESIRABLE
12. Experience
Minimum of 2 years full time equivalent experience within the last 5 years in art for the public realm, architecture or similar discipline.
13. Networking
Knowledge of, and involvement with, relevant organisations within the sector across Northern Ireland.
14. Arts
A familiarity with the various art forms practiced in Northern Ireland.
