COMMUNITY DEVELOPMENT OFFICERS
(AREAS OF WEAK COMMUNITY INFRASTRUCTURE)
(Two Posts, Contract to April 2008)
The Arts Council of Northern Ireland is currently seeking to recruit two Community Development Officers to deliver a short term community arts project aimed at communities who have had little or no engagement in arts activity and could be described as operating within a weak community infrastructure.
The Community Development Officers will operate in both urban and rural communities throughout Northern Ireland. They will be principally based at the Arts Council’s offices in Belfast and flexible working arrangements will be considered.
The officers should have a sound knowledge of community development issues and a firm understanding of the role of arts as a tool for community development.
Job Description
Objectives of the Post
• To work closely with organisations to develop access to arts activity within areas of weak community infrastructure throughout Northern Ireland and specifically within hard to reach communities.
• To actively promote the arts among these areas
• To identify specific training needs and make recommendations to address these needs.
• To assist organisations to develop and deliver arts based projects.
• To administer and manage a small programme budget.
The post holder will report to the Re-imaging Communities Project Manager.
Principal Duties
The following gives an indication of the main duties and responsibilities of the post. These may change over time. The post holder will be expected to work flexibly and carry out any work that is reasonably required and appropriate to the grade.
• Convene and facilitate meetings with key influencers within areas of weak community infrastructure.
• Promote the use of the arts as a mechanism for community cohesion and development.
• Develop and implement a training needs analysis for use within the identified areas.
• In partnership with community representatives and external service providers, develop strategies for implementing community arts activity
• Advise community organisations within areas of weak community infrastructure on the range of ACNI funding programmes and other funding opportunities and assist in accessing these funds.
• Work in partnership with existing community networks to promote the arts in these areas.
• Administer seeding grants up to £5k.
• Undertake any other appropriate duties which may reasonably be allocated from time to time.
Both posts run until April 2008 and will be in the salary range of £26,187 to £28,221 (NJC scale April 2006) per annum pro rata.
