CAPITAL PROJECTS OFFICER

 

The Arts Council is seeking an experienced individual to assist in the development of the arts infrastructure across Northern Ireland. You will be responsible for liaising with clients - overseeing their capital projects, monitoring progress and reporting to the Arts Council and DCAL. This three year post is an exciting opportunity for someone either on a secondment basis from their existing practice or for someone recently retired. The salary is in the region of £31,000 per annum (pro rata if the post is filled on a part-time or shared basis).

JOB DESCRIPTION

 

Objectives of the Post

 

The arts infrastructure in Northern Ireland has been boosted substantially in the last number of years by multi-million pounds funding from the Department of Culture, Arts and Leisure. This has been channelled as capital grant aid to clients of the Arts Council. A number of major projects are currently under way or are in the pipeline. The primary objective of this post is to liaise with clients, oversee these major capital projects and monitor progress on a regular basis.

 

The post holder will report directly to the Head of Operations in the Arts Council.

 

Principal Duties

 

  • To manage a client portfolio in relation to Capital Projects;
  • to participate effectively as a member of client capital project teams;
  • to liaise with clients’ architects, consulting engineers, contractors and statutory bodies engaged in various projects;
  • to attend meetings with clients and other key stakeholders, monitoring that the projects are being delivered on time and within budget;
  • to ensure that all work is undertaken in accordance with DCAL and the Council’s conditions for funding;
  • to keep the Council’s Senior Management informed of all progress in relation to the projects in hand;
  • to advise and guide clients where necessary on Council procedures with regard to capital funding;
  • to advise clients on the production of funding submissions at each stage of the capital project and in submitting progress returns to the Council;
  • to advise Council officers on client applications for funding;
  • to support the implementation of the Council’s policy in relation to equality of opportunity;
  • to undertake any other appropriate duties which may reasonably be allocated.

 


PERSONNEL SPECIFICATION

 

Essential

 

  • EDUCATION Third Level qualification in Architecture, Civil Engineering or a related discipline.
  • PROJECT MANAGEMENT At least two years experience gained within the last five years on capital building projects.
  • KNOWLEDGE A detailed technical knowledge of construction processes and contract procedures.
  • EXTERNAL RELATIONSHIPS The ability to maintain effective relationships with a wide range of organisations and bodies.
  • ANALYTICAL SKILLS The ability to analyse and evaluate information critically and present it in a usable format to a variety of audiences.
  • COMMUNICATIONS Excellent oral, written, presentation and inter-personal communications skills in dealing with people at all levels.
  • IT SKILLS The ability to make appropriate use of the Arts Council’s IT systems and software packages especially the components of MS Office, email and the internet.
  • EQUALITY OF OPPORTUNITY An understanding of equality of opportunity issues as they apply to arts venues.
  • MOBILITY The postholder must be willing and able to travel both inside and outside Northern Ireland and have access to a form of transport so as to be able to undertake the full range of duties of the post.

 

Desirable

 

  • QUALIFICATION Full membership of an appropriate professional body.
  • ARTS Experience of capital projects associated with arts venues.
