FINANCE MANAGER
CORPORATE SERVICES DEPARTMENT (Ref: 04/06)

1. Introduction

This post is for a Finance Manager in the Corporate Services Department.

2. Terms and Conditions

Salary Scale: £22,832 to £34,992 per annum (under review)

Initial salary will fall within the scale minimum and scale maximum. Annual increases in salary are by incremental progression normally payable from 1st April each year but subject to at least six months service at the 1st April following commencement of employment. (Incremental date currently under review and may be changed to 1st August.)

Pension Scheme There is a non-contributory pension scheme operated through the Northern Ireland Local Government Officers Superannuation Committee.

Probationary Period The appointment will commence with a probation period of six months which may be terminated at a month’s notice by either side during the period.

Annual Leave Twenty five working days per annum. The leave year runs from
1st March to 28/29th February.

Hours of Business

  Office Hours Flexi-Time
Monday to Thursday 9.00am to 5.30pm 8.00am to 6.30pm
Friday 9.00am to 5.00pm 8.00am to 6.00pm

(inluding one hour for lunch every day)

The post holder must be willing and able to work outside the Arts Council’s normal office and flexi-time hours.

Office Location The post is based at the Arts Council’s headquarters, 77 Malone Road, Belfast. This is a non-smoking building.

FINANCE MANAGER

JOB DESCRIPTION

Objectives of the Post

• To manage the financial affairs of the Arts Council (both voted funds and Lottery funding) through the provision of efficient and effective financial systems and support.
• To ensure that the financial affairs of the Council are conducted in compliance with current legislative requirements and in line with requirements set by DCAL, DFP and DCMS.
• To ensure adherence to all internal and external audit requirements.
• To manage the services and facilities contracts required to support the needs of the Council.

Scope of Responsibility

As a member of the Senior Management Team, the Finance Manager will be responsible for the continuing development and implementation of the Council’s financial procedures and reporting systems; procurement and service contract management and for compliance with all public sector accounting requirements. He/she will manage a small team of staff in the Finance Department and will report to the Director of Corporate Services.

Principal Duties

The main activities which the post holder will be expected to perform are as follows:

1. To prepare annual statutory accounts for the Arts Council of Northern Ireland for both voted and Lottery funds in compliance with relevant accounting and government guidance. To liaise with the relevant auditors to finalise and agree the Annual Accounts.

2. To co-ordinate and control the completion of all necessary returns and ensure that they are submitted within the relevant timeframe.

3. To produce the monthly management accounts ensuring that all relevant reviews and reconciliations are completed. To proactively review the format of monthly reporting and provide improvements and ad hoc reports as required. To highlight variances on budgets or problem areas in a timely manner.

4. To ensure compliance with National Lottery (DCMS) financial directions and advise senior management where appropriate.

5. To ensure that all procurement and tendering activity within the Council is in line with public sector purchasing guidelines.

6. To assist in the development, documentation and ongoing review of financial policies and procedures and to implement changes in procedures as requested by internal and external auditors, the Department of Culture, Arts and Leisure (DCAL), the Department for Culture, Media & Sport (DCMS), the Department of Finance and Personnel (DFP) or other relevant bodies. To provide advice on current financial procedures within the Arts Council as required.

7. To effectively manage the finance team within Corporate Services ensuring it supports the needs of the Council.

8. To manage the Council’s services and facilities contracts ensuring compliance with the regulations/ legislation on Health & Safety, Disability Access etc.

9. To carry out any other project or duties which are appropriate to the post as required or requested by the Director of Corporate Services.


FINANCE MANAGER

PERSONNEL SPECIFICATION

Essential Criteria

Applicants must, by the closing date for applications:
1. Standard of Education: Have a university degree or a professional qualification of an equivalent or higher standard.

2. Relevant Qualification: Be qualified accountants having successfully completed the professional examinations in one of the following bodies:

• The Institute of Chartered Accountants in Ireland;
• The Institute of Chartered Accountants of Scotland;
• The Institute of Chartered Accountants in England and Wales;
• The Chartered Institute of Management Accountants;
• The Association of Chartered Certified Accountants;
• The Chartered Institute of Public Finance and Accountancy; or
• The Institute of Certified Public Accountants in Ireland.

3. Accountancy Experience: Have at least 3 years full time post qualifying accountancy experience gained within the last 5 years.

4. Practical Experience & Knowledge: Be able to demonstrate competency in the use of a computerised accounting system, including data manipulation and preparation of management information to meet tight deadlines.

5. Preparation of Accounts: Have experience of preparing statutory accounts for public or private sector organisations.

6. Budgeting: Have experience in preparing, managing and monitoring budgets in a complex financial environment.

7. Analytical Ability: An ability to analyse problems, react creatively and identify, evaluate and implement possible solutions.

8. Public Sector Finances: An understanding of financial management and control in the public sector including a broad understanding of the requirements of Government Accounting Northern Ireland (GANI) and of Resource Accounting and Budgeting.

9. People Management: Experience of managing staff as well as the ability to contribute effectively as a member of the Senior Management Team.

10. Communications: Well developed written, oral and interpersonal communication skills including the ability to negotiate successfully and influence colleagues.

11. Hours of Work: The post holder must be willing and able to work outside the Arts Council’s normal office hours.

Desirable Criteria

12. Grants: Experience of managing finances in a grant distribution environment.

13. The Arts: Understanding of the financial pressures facing the arts in Northern Ireland.
