INTERNATIONAL ARTISTS PROFILE SCHEME

Tender for Marketing Consultant

Terms of reference

Objective of the Tender:

As part of its strategy to enhance the international profile and reputation of Northern Irish arts, the Arts Council of Northern Ireland offers assistance with profiling and marketing material for individual artists who have experience in or proven potential for exhibition, performance or other artistic presentation in the international arena. The Arts Council has allocated up to £10,000 for this project.
The International Artists’ Profile Scheme will offer the services of a specialist PR/Marketing consultancy in order to compile and collate relevant material for publicity and profile, in CD-ROM or DVD-ROM format.
In October 2003 the Arts Council made awards to three visual artists under this scheme. The practical outcome of the consultancy is to design, create, and assist in the marketing of CD or DVD-Roms which showcase the work of the three award winners. It is envisioned that the products will constitute a “virtual exhibition” of their work.
The Arts Council invites a consultant with qualifications and/or experience in the areas of CD-ROM design and marketing to tender for the work of delivering this project.

The Consultant will:

Liaise with the three artists to develop the form and available content of the product and to develop a marketing strategy.
Arrange for creation of additional promotional content in digital format, to include for example interviews or documentation of work processes.
Liaise with Arts Council specialist officers on the development of the project.
Design a template of the product for use in future funding rounds
Edit and format content, and produce the CD-ROM or DVD-Roms.
Liaise with artists in the implementation of marketing strategies.

The project will be completed no later than 30 April 2004.

Selection Criteria

The selection of the consultant to undertake this project will be based on the following criteria:

The caliber and relevance of the person or persons who will carry out the work
Knowledge of and experience of working in the area of CD/DVD design and marketing
Knowledge of and experience of working within the arts and cultural sector in Northern Ireland, Europe and internationally
The ability to commence the project in February 2004
The ability to complete the project by 30 April 2004
Costs

The Council will base its decision on the above criteria and will not decide on the basis of cost alone.

The tender must include the following:

The applicants understanding of the assignment
The person(s) undertaking the work
The CV(s) of the persons undertaking the work
Examples of work undertaken in CD/DVD design and marketing
A work plan and timetable for the project
An outline of the proposed design and structure of the product
Costs (per day or week) of the assignment including VAT and all associated expenses.
A breakdown of costs to include filming, recording, editing, design work, management, equipment hire, software license fees.

Tender submission

Two copies of the submission to be delivered to Martin Dowling, Traditional Arts Officer, Arts Council of Northern Ireland, by Friday 23 January 2004.

INSTRUCTIONS TO TENDERERS

1. Completion and Submission of Tender Documentation

i. The Form of Tender and accompanying documents completed as directed must be returned in the enclosed envelope. Where documentation is bulky, or otherwise unsuitable for transmission in the Tender envelope, Tenderers must ensure that the packaging is strong enough to secure the documentation. Tenders may not be returned by e-mail. Envelopes or packages containing tender documents should bear no marks indicating the identity of the Tenderer and should be returned to:

So as to be received no later than 5:00 p.m, January 23rd 2004.

ii. Tenders sent by post should be registered or sent by Recorded Delivery or Datapost. If Tenders are delivered by hand an official receipt should be obtained.

iii. The Arts Council cannot accept responsibility for postal or delivery delays.

iv. Late Tenders will not be considered.

v. The Form of Tender must be completed in black ink or typed and signed. All prices entered on the Form of Tender, Schedule of Prices or other Tender documentation must be inclusive of VAT and in pounds sterling.

vi. All submissions must be in the English language and any alternations or erasures must be initialled by the signatories to the Form of Tender.

vii. Tenders must be fully compliant with the requirements detailed in the tender documentation. No amendments to the documents should be made by Tenderers. If after taking action in accordance with Section 10 of these Instructions, Tenderers still consider modifications to be necessary, these should be detailed separately in the Tenderer’s response.

viii. The Arts Council is not obliged to consider or accept alternative offers. Similarly offers made subject to additional or alternative Conditions of Contract may be rejected.
ix. Tenders may also be rejected if the complete information is not given at the time of tendering.

2. Economic and Financial Standing

Tenderers may be required to furnish information as to economic and financial standing for assessment by the Arts Council prior to the acceptance of any Tender.

3. Costs and Expenses

Tenderers will not be entitled to claim from either the Arts Council any costs or expenses, which may be incurred in preparing their Tender whether or not it is successful.

4. Period of Validity

Tenderers are required to keep Tenders valid for acceptance for a period of ninety days from the closing date for receipt of Tenders.

5. Confidentiality

The Tenderer should treat the Tender documents as private and confidential between itself and the Arts Council.

6. Official Amendments

If it is necessary for the Arts Council to amend the Tender documentation in any way, prior to receipt of Tenders, all Tenderers will be notified in writing simultaneously. If appropriate, the deadline for receipt of Tenders will be extended.

7. Canvassing

Any Tenderer who directly or indirectly canvasses any official of the Arts Council concerning the award of contract or who directly or indirectly obtains or attempts to obtain information from such official concerning the proposed or any other tender will be disqualified.

8. Compliance

Tenders must be submitted in accordance with these and the supplementary instructions. Failure to comply may result in a Tender being rejected by the Arts Council.

9. Evaluation Criteria

The following criteria shall be used in the evaluation of tender submissions.

10. Format of Proposal

The tender must include the following:

Costs (per day or week) of the assignment including VAT and all associated expenses.

11. Tender Submission

Tenderers should provide 2 copies of their proposal to be delivered no later than 5 p.m. January 23rd 2004.

12. Formal Contact and Communications

Tenderers should seek to clarify any points of doubt or difficulty relating to the Tender documentation before submitting their Tender. For the purposes of this contract the contact point is:
