TRADITIONAL ARTS DEVELOPMENT PROJECT Tender for Project Manager Terms of Reference Objective of the Tender: With increased funding from the Department of Culture, Arts, and Leisure, the Arts Council has established an Arts Development Fund for individual projects aimed at the development of specific art forms. We intend to make an intervention in the field of the traditional arts that advances the Arts Council’s strategic objective to enhance children and young people’s access to creative expression through the arts. The product of the project will be a DVD Rom based on traditional music for distribution mainly to schools and libraries will be produced. The product will be divided into three sections: traditional song, traditional dance, and traditional musical instruments. The product will contain examples of the performance of a wide range of styles of song, dance, and music, accompanied by textual content to enrich the music curriculum. The visual and audio content will be either originally produced to a high quality digital format or re-mastered to such a format. It is envisioned that audio and audio-visual material be taken from already existing and available sources where possible. The main objective is to broaden and deepen awareness of the traditional arts and open doors to more in depth learning experiences. The challenge will be to engage young people who are new to traditional music while also providing a depth of content that will be useful to students who are involved with more structured and varied learning experiences. The content should ideally tie in with and expand on existing formal and informal curricula, for example the Northern Ireland School Curriculum in music and traditional music, the London College of Music syllabus in traditional music, and the programmes of regional teaching organizations. The product will also be a resource for music, history, and PE teachers who wish to expand the range of their teaching to include the traditional arts. It is envisioned that the content will take the following very broad form. The first level of user interaction will cover the definition and scope of traditional music, a short history of its development, the major changes that have occurred and the various contexts in which it is practiced. A range of audio visual examples from its rawest and purest to its most popular and modern arrangements might be selected. Beneath this introductory level will be three main sections covering traditional song, traditional dance, and traditional instruments. The project is being directed by the Traditional Arts Officer of the Arts Council. A reference group has been formed to oversee the project. Members of the group have particular expertise in the following areas: traditional dance, traditional music, traditional song, curriculum and music education, DVD-rom design, and project development.
