New guidelines & application forms available
Guidelines and application forms for the Lottery’s Film Finance Programme, revised and tested in consultation with the film sector, are now available
The first deadline for receipt of applications is February 1st 2000. In the Arts Council’s Lottery Strategy for 1999/2002, there is a total of £700,000 per year available for film. ‘Film’ covers all genres and formats and the moving image and includes, but is not limited to, video and digital media. The Programme is intended to deal with both cultural and economically-based organisations and it is intended that distribution of funds should be directed to local talent and production companies, whilst not excluding large-scale productions being brought in.

The aims of the Film Finance Programme are:
- to increase the level of indigenous development and production. The Arts Council will prioritise the support of film involving indigenous producers, directors and writers based on a track record relevant to their application and prioritise the support of indigenous production companies based on a relevant track record;
- to maintain the financial and partnership funding limits of both production and development at current levels;
- to introduce two application points per year for the production of feature films;
- to encourage productions with significant levels of pre-production, principal photography, post-production and budget spend in Northern Ireland;
- to introduce a low-budget production category relevant to the application;
- to work towards the establishment of high levels of Northern Ireland labour and trainees at all grades in Lottery-funded productions;
- to develop, in conjunction with the film sector, a category within the Film Finance programme to support the distribution and promotion of indigenous short film to regional, national and international markets
