Management Statement and Financial Memorandum

The Management Statement and Financial Memorandum (MSFM) document is drawn up by the Department of Culture Arts and Leisure in consultation with the Arts Council of Northern Ireland.

The MSFM sets out the broad framework within which the Council will operate and includes the overall aims, objectives and targets in support of the Department’s wider strategic and current Public Service Agreement;

• the rules and guidelines relevant to the exercise of the Council’s functions, duties and powers;
• the conditions under which public funds are paid to the Council;
• how the Council is to be held to account for its performance;
• the Code of Best Practice for Council Members

To complement the MSFM the Council has in place a set of Standing orders. Many of which are incorporated within the Code of Best Practice mentioned above.
