The Arts Council of Northern Ireland in partnership with the Shared Communities Consortium is pleased to announce that Groundwork Northern Ireland has been appointed to deliver Technical Assistance for the Re-imaging Communities Programme.
Technical Assistance may be required to enable community and voluntary groups as well as local Councils to access funding and to deliver interventions through the Re-imaging Communities Programme. The requirements of Technical Assistance will vary from organisation to organisation, and from project to project, so for the purpose of this document we are defining Technical Assistance to include but not be limited to:
- Facilitation of community dialogue both within and between communities including hard to reach communities
- Project planning and management
- Project delivery including artist support
- Guidance and support for communities with weak infrastructure and low capacity
- Consultation with relevant public bodies and agencies i.e. District Councils, DOE, ACNI, NIHE, DRD, etc.
- Assisting with the monitoring and evaluation of projects
- Specialist knowledge in areas of design, implementation and maintenance of artworks
Below are some examples of the types of technical assistance that Groundwork can provide:
- Identify opportunities for specific art based projects and provide sketch designs and costings for submissions with applications to the Re-Imaging Communities Programme;
- Work with relevant public bodies and agencies, on behalf of communities when required in order, (for example) to establish land ownership, transferral of land, acquire planning permission;
- Co-ordinate local consultation to facilitate the development of design options;
- Produce detailed landscape design proposals with costings, incorporating an element of artwork within;
- Prepare terms of reference and commission artists in partnership with the community;
- Prepare tender documentation and commission contractor in partnership with the community;
- Manage the project through to completion in partnership with community and artist / contractor
